Definition 1.
Applies mainly to international equities. Locked market in London terminology.

Definition 2.
A market for a stock in which the bid price equals the ask price (in other words, the bid/ask spread is zero). This is a sign of very competitive market and very high liquidity, and is relatively uncommon.
